Cantabria: sea, mountains and the best tourist year of the century
In 2025 Cantabria had its best tourist year of the 21st century, with more than 2 million visitors and more than 6 million overnight stays, according to provisional figures from the regional government. Demand is split between the coast (Santander, Suances, Miengo and their beaches) and the interior: the Picos de Europa National Park received 1.57 million visits that year.
Summer is the high season, but bank-holiday weekends, Holy Week and ordinary weekends also fill up: our apartment in Miengo, next to Usgo beach, has arrivals every month of the year. In Liébana guests come to switch off and stay a little longer: hiking, Potes and Fuente Dé.
On top of that, the next Lebaniego Jubilee Year, in 2028, will bring extra pilgrims and visitors to the area.

Tourist licence in Cantabria: Decreto 50/2025
Reviewed in October 2026. The rules change often: before you take any step, we go through your specific case with you.
- 1
Decreto 50/2025 (regional decree)
Since July 2025, holiday lets in Cantabria are governed by Decreto 50/2025, which replaces the 2019 decree. You file a responsible declaration with the Directorate-General for Tourism and can start operating that same day; entry in the General Registry of Tourism Businesses is made automatically.
- 2
What you have to prove
Title of ownership or right of use, a municipal planning compatibility report, a technical certificate stating the property’s capacity and, for a flat in a shared building, the approval of the community of owners. In addition: a fire extinguisher on each floor, a smoke detector next to the kitchen and a noise-monitoring system in the living room.
- 3
Registration number in listings
The registration number must appear in all advertising. You also need a plaque on the door, complaint forms, a first-aid kit and a visible contact telephone number. Advertising the property without the number is a serious offence, with fines of €1,501 to €15,000, and very serious offences reach €75,000 (Ley 5/1999, Cantabria tourism act).
- 4
Properties that were already operating
They had until 25 March 2026 to adapt. As at 31 August 2026 there were 6,605 registered properties, and the 2,762 that did not file their adaptation will be removed from the registry. If yours is in that position, it is worth reviewing as soon as possible.
- 5
Municipal limits
The decree allows each town council to limit holiday lets by building, area or period. Santander, for instance, only issues favourable reports for properties on the ground floor or with an independent entrance. That is why your council’s compatibility report is the first step.
- 6
Your community of owners
Since 3 April 2025, opening a new holiday let in a building with a community of owners requires its express approval by three fifths of the owners, who must also hold three fifths of the ownership shares. The community can also restrict the activity or raise the property’s share of common costs by up to 20 %. Homes that were already operating before that date can carry on.
- 7
National registry and guest registration
In May 2026 the Supreme Court annulled the national single registry for short-term rentals: the number that counts is the one issued by the Cantabria registry. What has not changed is guest registration: each guest’s details must be reported to the Interior Ministry within 24 hours. At Opal we do this for you, at no extra cost.

We loved our time in the duplex! The view from the bedroom is incredible. A great place to stay and work remotely, with a separate study. […]
Everything perfect, a small but charming place, beautifully decorated and spotlessly clean. Right next to Usgo beach in a really quiet area. 100 % recommended.
A thoroughly recommendable experience!! Gorgeous place, with spectacular views. Everything very comfortable and clean. A very polite and attentive host. 10/10
Holiday rentals in Cantabria: frequently asked questions
What do I need to let my property to tourists in Cantabria?
A responsible declaration to the Directorate-General for Tourism with the municipal planning compatibility report, the technical capacity certificate, the community of owners’ approval if it is a flat, plus a fire extinguisher, smoke detector and noise monitor. After that, show the registration number in every listing.
How long before I can start letting?
You can start the same day you file the responsible declaration. The slowest part is the council’s compatibility report, and its timescale depends on each municipality.
What if I did not adapt my property before 25 March 2026?
Properties that did not file their adaptation to Decreto 50/2025 are removed from the registry. There is an exception for owners who applied for the municipal report in time and have not yet received it. If that is your case, let’s review it.
Can my community of owners ban it?
Yes. Since 3 April 2025, a new holiday let in a building needs the approval of three fifths of the owners and of the ownership shares, and the community can restrict it or raise its share of common costs by up to 20 %. This does not affect anyone who was already operating legally before.
How much does a holiday rental management company charge in Cantabria?
In Spain the usual range is 15 % to 25 % of income, depending on the services included and the amount it is calculated on. At Opal the standard commission is 18 % + VAT on what the owner receives after the Airbnb or Booking commission, with no tie-in and no upfront fee. Cleaning is paid by the guest and we take no commission on it.
Is there demand outside summer in Cantabria?
Yes. Summer is the high season, but bank-holiday weekends, Holy Week and ordinary weekends are in strong demand, on the coast and in the Picos. Our apartment in Miengo has arrivals every month of the year.
Is the national single registry number still compulsory?
No. In May 2026 the Supreme Court annulled the national single registry for short-term rentals. What remains compulsory is the regional registry number, which must appear in every listing.
