Seville: high demand and a supply that can no longer grow in the centre
Seville is the Spanish municipality with the fifth-highest number of holiday lets: the INE counted 6,937 in May 2026, with 29,690 bed places. The Cathedral and the Giralda, the Real Alcázar, Plaza de España, Triana and the Santa Cruz quarter draw travellers all year round, and spring, with Holy Week and the Feria de Abril, is its strongest moment.
The city’s licensed tourist apartments had an average occupancy of 71.1 % in 2025, according to the INE survey. In a city of short breaks, that means plenty of check-ins and check-outs: nightly pricing, cleaning and response times make the difference.
Since October 2024 the City Council has capped holiday lets at 10 % of each neighbourhood, and eleven neighbourhoods in the Old Town and Triana were already over that ceiling. If your flat is registered in that area, it is a scarce asset worth looking after and keeping compliant.

Tourist licence in Seville: neighbourhood cap and regulations in 2026
Reviewed in October 2026. The rules change often: before you take any step, we go through your specific case with you.
- 1
10 % cap per neighbourhood
Approved by the full council on 17 October 2024 and in force since 29 October (BOP no. 210), it limits holiday lets to 10 % of the homes in each of the 108 neighbourhoods. In those already over the cap, no new ones are accepted; the limit also applies to letting by the room.
- 2
Ground and first floors
Under the Planning Department’s criteria, as a general rule tourist use is only possible on the ground and first floors, except in a whole building given over to accommodation. Among other requirements, the building’s technical inspection must have been filed and, on the first floor, there must be a lift.
- 3
If you were already registered
An instruction of December 2025 allows properties entered in the regional registry before 29 October 2024 to regularise the change of use even if their neighbourhood is over the cap. We check with you whether this is your case.
- 4
Andalusian holiday let decree
You must also comply with Decreto 28/2016, as amended in 2024: a responsible declaration in the Andalusian Tourism Registry, 14 m² of built area per bed place, climate control depending on the months the property is let, first-aid kit, fire extinguisher, smoke detector and a 24-hour contact telephone.
- 5
Your community of owners
Since 3 April 2025, opening a new holiday let in a building with a community of owners requires its express approval by three fifths of the owners, who must also hold three fifths of the ownership shares. The community can also restrict the activity or raise the property’s share of common costs by up to 20 %. Homes that were already operating before that date can carry on.
- 6
National registry and guest registration
In May 2026 the Supreme Court annulled the national single registry for short-term rentals: the number that counts is the one issued by the Andalusian Tourism Registry. What has not changed is guest registration: each guest’s details must be reported to the Interior Ministry within 24 hours. At Opal we do this for you, at no extra cost.

Can I open a new holiday let in Seville today?
It depends on the neighbourhood and the floor. In neighbourhoods already over 10 % holiday lets, no new ones are accepted, and as a general rule tourist use is only possible on the ground and first floors, except in a whole building given over to accommodation. Our guide to the tourist licence in Seville explains it step by step.
Which neighbourhoods are over the 10 % cap?
When the limit was approved, eleven: Santa Cruz, Arenal, Alfalfa, San Bartolomé, Feria, Encarnación-Regina, Santa Catalina, San Lorenzo, San Gil, San Vicente and Triana Casco Antiguo, according to the Planning Department.
My flat was registered before the cap. Can I carry on?
Yes. In addition, an instruction of December 2025 allows properties registered before 29 October 2024 to regularise the change of use even if their neighbourhood is over the cap.
Do you manage in Seville even though you have no properties there?
Yes. We manage holiday lets across Spain with the same team and the same tools; in Andalusia we have properties in Málaga and Motril.
How much does a holiday rental management company charge in Seville?
In Spain the usual range is 15 % to 25 % of income, depending on the services included and the amount it is calculated on. At Opal the standard commission is 18 % + VAT on what the owner receives after the Airbnb or Booking commission, with no tie-in and no upfront fee. Cleaning is paid by the guest and we take no commission on it.
Is the national single registry number still compulsory?
No. In May 2026 the Supreme Court annulled the national single registry for short-term rentals. What remains compulsory is the regional registry number, which must appear in every listing.
