Peñíscola: castle, beach and short breaks

Peñíscola is one of the destinations under most tourist pressure in the Valencian Community: the INE counted 1,781 holiday lets in May 2026, almost 10 % of its entire housing stock. The Papa Luna castle broke its record in 2024 with 342,556 visitors, and the town was Meereen in the sixth season of Game of Thrones.

Short breaks abound here: in our apartment the average stay is 2.4 nights, and April, with Holy Week, was the month with most arrivals. Plenty of check-ins and check-outs that call for impeccable cleaning and coordination.

In the first fortnight of August 2024 Peñíscola’s hotels topped 88 % occupancy, according to Hosbec: summer is still the big moment, but spring already counts.

Tourist licence in Peñíscola: the rules in 2026

Reviewed in October 2026. The rules change often: before you take any step, we go through your specific case with you.

  1. 1

    No municipal moratorium

As at October 2026 there is no moratorium or specific by-law on holiday lets in Peñíscola. The Town Council issues the planning compatibility reports that the Generalitat (regional government) requires to register the property.

  2. 2

    Decreto-ley 9/2024 (Valencian regional decree)

Across the Valencian Community, a holiday let is rented out as a whole property, for 10 days or less to the same guest, and needs a favourable municipal planning compatibility report to be entered in the Tourism Registry. Letting individual rooms is prohibited.

  3. 3

    Renewal every 5 years

Registration lasts 5 years. To renew it you must file a new responsible declaration with an up-to-date compatibility report, and if the property changes hands the process has to be repeated, except in the case of inheritance. Since July 2026, Ley 3/2026 (regional act) also requires public liability insurance covering the tourist activity.

  4. 4

    Registry number and key handover

The Tourism Registry number and the exact location must appear in every listing: failing to do so is a serious offence, with fines of €10,001 to €100,000. Handing over keys through lockboxes on the public street is not allowed either.

  5. 5

    Your community of owners

Since 3 April 2025, opening a new holiday let in a building with a community of owners requires its express approval by three fifths of the owners, who must also hold three fifths of the ownership shares. The community can also restrict the activity or raise the property’s share of common costs by up to 20 %. Homes that were already operating before that date can carry on.

  6. 6

    National registry and guest registration

In May 2026 the Supreme Court annulled the national single registry for short-term rentals: the number that counts is the one issued by the Valencian Community Tourism Registry. What has not changed is guest registration: each guest’s details must be reported to the Interior Ministry within 24 hours. At Opal we do this for you, at no extra cost.

Holiday rentals in Peñíscola: frequently asked questions

Are there limits on holiday lets in Peñíscola?

As at October 2026 there are no specific municipal limits. You need the Town Council’s planning compatibility report and registration in the Valencian Community Tourism Registry.

Do I have to show the registration number on Airbnb and Booking?

Yes, together with the property’s exact location. Failing to do so is a serious offence, with fines of €10,001 to €100,000.

How often is the registration renewed?

Every 5 years, with a new responsible declaration and an up-to-date compatibility report.

What if I only let it for a few months a year?

The operating periods are declared on registration, and the property can only be marketed as a holiday let during those periods. The rest of the year you can use it yourself.

How much does a holiday rental management company charge in Peñíscola?

In Spain the usual range is 15 % to 25 % of income, depending on the services included and the amount it is calculated on. At Opal the standard commission is 18 % + VAT on what the owner receives after the Airbnb or Booking commission, with no tie-in and no upfront fee. Cleaning is paid by the guest and we take no commission on it.

Is the national single registry number still compulsory?

No. In May 2026 the Supreme Court annulled the national single registry for short-term rentals. What remains compulsory is the regional registry number, which must appear in every listing.
