La Rioja: wine, the Camino de Santiago and group getaways
Rioja Alta lives off wine tourism: the Rioja Alta Wine Route recorded 316,922 visits to wineries and museums in 2024 and ranked first in Spain by revenue, with October, the harvest month, the most visited. Add the Camino de Santiago, which passes through Cirueña and Santo Domingo de la Calzada, and the World Heritage monasteries of San Millán de la Cogolla.
Families and groups looking for space come here: our villa in Cirueña, with pool, tennis court and garden next to the Rioja Alta Golf Club, has its best months in August, September and October.
Supply is growing but remains small: La Rioja had 1,807 holiday lets in 2026, up from 1,094 in 2022.

Tourist licence in La Rioja: the rules in 2026
Reviewed in October 2026. The rules change often: before you take any step, we go through your specific case with you.
- 1
Decreto 10/2017
La Rioja’s General Tourism Regulations (a regional decree) govern holiday lets. You file a notification of commencement of activity with the Directorate-General for Tourism and the property is entered in the Registry of Tourism Service Providers.
- 2
Capacity
At most two bed places per room, counting the living room, with a ceiling of 8 places per property.
- 3
Plaque and registration number
The official plaque must be displayed at the property and the registration number in every listing. A contact telephone number and complaint forms are also required.
- 4
If you only let it in summer
A single period of 3 months or less a year does not count as a tourist-use dwelling but as a seasonal let.
- 5
Community and municipality
It is not allowed where the community’s statutes or municipal rules prohibit it, and in communities of owners it is forbidden to advertise the property for parties or events. Logroño only allows holiday lets on the ground and first floors; in Cirueña there are no restrictions.
- 6
Your community of owners
Since 3 April 2025, opening a new holiday let in a building with a community of owners requires its express approval by three fifths of the owners, who must also hold three fifths of the ownership shares. The community can also restrict the activity or raise the property’s share of common costs by up to 20 %. Homes that were already operating before that date can carry on.

National registry and guest registration
In May 2026 the Supreme Court annulled the national single registry for short-term rentals: the number that counts is the one issued by the La Rioja registry. What has not changed is guest registration: each guest’s details must be reported to the Interior Ministry within 24 hours. At Opal we do this for you, at no extra cost.
